For vehicle body construction or technical modification in Malaysia, regulatory requirements must be considered before fabrication and registration. JPJ states that vehicle modification requirements can apply to matters such as vehicle body conversion, cabin conversion, wheelbase modification, axle conversion, weight-limit conversion and change of vehicle use.
JPJ's commercial vehicle modification guidance also lists documents that may be required, including the vehicle registration certificate, business registration documents, confirmation from a JPJ-registered body-building workshop and, where applicable, an approved JPJ plan and relevant approval documentation.
JPJ also recognises engineering workshops for vehicle body construction, installation and technical modification activities under the Road Transport Act 1987 and Road Transport Rules.
⚠️ Important
Armouring or major structural modification should not be treated as a simple accessory installation. The actual approval requirements depend on the vehicle, proposed modification, technical design and intended use. Final approval and registration requirements should be confirmed with the relevant JPJ authority before work is carried out.
JPJ's published guidance explains that Section 12 of the Road Transport Act 1987 establishes legal requirements relating to vehicle modification, inspection and providing information to the Director General.
